That ratio is the ordinary arithmetic of a US job posting, and it is not a motivation problem. Screening capacity is a headcount problem, so hiring quietly becomes a lottery weighted by who had an hour to read which résumé on which afternoon.
The bet
The phone screen was the bottleneck.
A decade of hiring software made the sorting faster. Better search, better filters, better keyword matching against a document that mostly tells you how well someone writes about themselves. The conversation, the step that actually tells you something, stayed exactly as expensive as it was in 1995, because it needed a person on a phone for twenty minutes.
So that step got rationed. Not deliberately, just arithmetically: at four hundred applicants and one recruiter, the shortlist is decided by résumé skimming long before anyone speaks. The people who write good résumés advance. That is a different population from the people who would do the job well, and everyone in hiring knows it.

Every score shows its evidence
A rubric score with no quote behind it is an opinion with a number attached. Each dimension carries the part of the answer that produced it, so a hiring manager can argue with the reasoning rather than the digit.
The same answer always scores the same
Scoring runs deterministically. This is less exciting than it sounds and more important than it sounds: a tool that answers differently on Tuesday cannot be audited on Monday, and an unauditable hiring tool is an unusable one.
The interview never rejects anyone
The AI produces a recommendation and stops. Every scored candidate goes to a person. Where automation does close an application, at the résumé screen and only under a threshold the employer sets, we say so plainly rather than burying it.
Voice only, and always announced
No facial analysis, no emotion inference, no scoring of accent or fluency. The AI says it is software and asks permission to record at the start of every call, in every state, not only the ones that require it.
